![]() Imagine two airlines. The first spends much of its time firefighting. Fatigue reports arrive, high-risk duties are identified, schedules are adjusted, and mitigations are applied. The team works hard, responds quickly, and genuinely improves safety. Yet the same types of fatigue issues keep reappearing. The second airline takes a different approach. Rather than waiting for fatigue risk to emerge, it focuses on the factors that create it. Fatigue models, operational data, and scheduling rules are used during roster construction to identify and reduce risk before schedules are published. Both airlines care about safety. The difference is where they intervene. One reacts to problems after they occur. The other designs them out of the system. This distinction mirrors the evolution seen in many industries. Quality is no longer achieved through inspection alone; it is achieved through controlling the process that creates the product. The same principle applies to fatigue risk management. Monitoring, reporting, and mitigation remain essential. But mature FRM is not measured by how effectively an organization responds to fatigue. It is measured by how rarely fatigue-inducing schedules are created in the first place.
